It will not let me download Mcafee or any other antivirus software. Is there a way to do it manually?

you’ve missed the fact that antivirus 2009 is a computer parasite and it is definitely not an antivirus.
try to run avg to remove this infection.
however, you need anti-spyware to remove a threat like antivirus2009
and avg might not work because avg is antivirus.
you can also delete antivirus 2009 infection manually, reinstalling system.
remove fast:

Boot into safe mode with networking and download this:
http://malwarebytes.org/
In order for it to be installed, you will have to rename the mbam-setup.exe file to xxx.exe before installing it. Then it should work. Make sure it is updated and run a full scan.
The best beauty product i use is the um well i have a lot.
or go to bleeping computer and follow their instruction or google this bleeping computer/antivirus 2009 removal
and malware bytes will do the job
This one is stubborn. I had it’s 2008 equivalent a while back, but it’s not impossible to remove without reformatting.
The Geek squad will charge you $200 to remove Windows Antivirus. Not sure if ‘removing it’ is what they call a reformat but considering a reformat is their usual method of solving a problem, it probably is.
There are a lot of walkthroughs on how to remove it. But I had to go to those sites on another computer because Windows AV was blocking all of them, including the sites used for downloading antiviruses and malware removing tools.
So you will need another computer and a thumbdrive to get the files over to the other computer.
I used bleepingcomputer when I had Windows AV 2008, it worked for me.

You may need to try other steps to remove it, but hopefully the first attempt will remove it.
The fake Antivirus also blocked malwarebytes from booting, for me that is, so you might need to go into malwarebyte’s directory,
for me it’s C:\Program Files\Malwarebytes’ Anti-Malware\, the exe is in there change that to something other than mbam, Ilkbg.exe, something other than mbam but keep the .exe
That is if Malwarebytes wont run.
It can be removed manually. Removal guide:

But I suggest you to terminate windows antivirus pro 2009 related processes and then download an automatic remover.
Yes there is. You have to remove the following files:

c:\Program Files\AntivirusPro2009\AntivirusPro2009.cfg
c:\Program Files\AntivirusPro2009\AntivirusPro2009.exe
c:\Program Files\AntivirusPro2009\AVEngn.dll
c:\Program Files\AntivirusPro2009\htmlayout.dll
c:\Program Files\AntivirusPro2009\pthreadVC2.dll
c:\Program Files\AntivirusPro2009\Uninstall.exe
c:\Program Files\AntivirusPro2009\wscui.cpl

c:\Program Files\AntivirusPro2009\Microsoft.VC80.CRT\msvcp80.dll
c:\Program Files\AntivirusPro2009\Microsoft.VC80.CRT\msvcr80.dll

c:\Documents and Settings\Bleeping\Start Menu\Programs\AntivirusPro2009
c:\Documents and Settings\Bleeping\Start Menu\Programs\AntivirusPro2009\AntivirusPro2009.lnk
c:\Documents and Settings\Bleeping\Start Menu\Programs\AntivirusPro2009\Uninstall.lnk
You cannot just delete it by sending it to the recycle bin though. You must kill the process using task manager –> processes –> end process.
once you remove it, download malwarebytes and webroot spysweeper.
